Failed to get wordpress-5.4.2.tar.gz

run docker compose
Get error: wordpress_1 | Error: Failed to get url 'https://wordpress.org/wordpress-5.4.2.tar.gz': cURL error 60: SSL certificate problem: unable to get local issuer certificate.

Done some research, which leads me to the following steps
Download cacert.pem
place it in /usr/local/etc/ssl/certs/cacert.pem
modified php.ini file to include the following:
[curl]
curl.cainfo = "/usr/local/etc/ssl/certs/cacert.pem"

[openssl]
openssl.cafile = "/usr/local/etc/ssl/certs/cacert.pem"

still error occurs
