Implements ADR Proposals A.1, A.9, and A.4.

CLAUDEmdAssessor: length validation (A.1)

• Check context file line count for all repos (not just >50K LOC)
• Scoring: full credit <=150 lines, partial credit <=300 lines, no credit >300 lines
• Update docs/attributes.md

CLAUDEmdAssessor: repository access documentation (A.9)

• Scan context files for agent access section (platform, CLI tool, auth requirements)
• Substantiating evidence, not a hard gate
• Update docs/attributes.md

PatternReferencesAssessor: skill depth (A.4)

• Require minimum skill count (3+) for full credit
• Correlate with context file length (>150 lines without skills should warn)
• Update docs/attributes.md

All three relate to context file quality and how agents orient themselves in a repo.
