Opencode dekstop application is not using skills

Description

I noticed that desktop version on Windows is not using skills.

single prompt: list all skills you can use results in:

Right now, there are no loadable specialized skills available in this environment.

I can still help using my built-in capabilities/tools, like:

Codebase exploration (glob, grep, read)
Terminal read-only commands (bash)
Web fetch (webfetch)
Delegating research/exploration to subagents (task)

while using exact the same prompt in CLI (or macOS) produces correct list of

Here are the skills I can load in this environment:

Where are you storing your skills on windows? In the project? Globally? How did u install them?

Even I can't reproduce it right now.
