Description
When multiple subagents have pending question requests, the root UI does not process them as one stable queue.
The TUI groups requests by session and renders the first group entry. A request from another subagent can therefore replace the prompt currently being edited while the prompt keeps its previous local answer state. Submitting can send answers drafted for one request with another request ID.
Desktop/web keys drafts by request ID, but its session-tree priority can still replace the active question instead of waiting for it to resolve.
Related to #7654, but this report focuses on concurrent pending requests and answer isolation. It is distinct from the persistent QuestionNotFound failure in #30066.

Steps to reproduce
- Start two subagents concurrently from one root session.
- Let both subagents call the
question tool.
- Begin answering the first visible question while the second request arrives.
- Observe that the active prompt can change based on session ordering instead of remaining on the first request.
Expected: questions are handled FIFO across the root session tree, and each answer remains bound to its originating request.
Actual: the active question can be replaced; in the TUI, local answers can then be submitted for the wrong request.
