Add allocator selection guide

Summary

• add a task-oriented table for choosing among the six public allocator types
• make release-order and fragmentation tradeoffs explicit
• clarify that the library manages values and ranges rather than owning OS or GPU resources
• restate the backing-resource lifetime and synchronization contracts near the entry point
