[Build] Skipping tests for documentation changes isn't working in the GitHub Actions workflows

Describe the bug

The solution in the GitHub Actions workflows isn't skipping tests for pull requests that contain only documentation changes.

To Reproduce

Create a PR with changes to documentation. All checks will run.

• Add documentation about Sink<GenericObject> and Source<byte[]> #10267

Expected behavior

Tests should be skipped for pull requests that contain documentation changes without any source code changes.
