Adds the implemented-features quick-ref entry for PR #649 (Windows release zip asset, rant 2026-08-10T20:10:41) to emrg/server/evolution_prompt.md, following the established quick-ref convention for merged user-facing changes.

The entry documents:

• The new Zip installer (Windows only) CI step (PowerShell Compress-Archive + bash test -s verify) and the dist/artifacts/*.zip upload glob
