Summary

Implements #111 — format-sensitivity fuzz testing for meaning-preserving schema presentation changes.

Changes

  • New tool_semantics.format_fuzz module:
    • Transforms: property order, description whitespace, equivalent JSON Schema, parameter order
    • generate_format_variants / schemas_semantically_equal
    • run_format_sensitivity comparing baseline vs perturbed tool-selection accuracy
    • Emits FORMAT SENSITIVITY WARNING when |Δ| exceeds threshold
  • CLI: tool-semantics fuzz-format SNAPSHOT --probes … --fake (CI default) or --model
  • Docs: docs/format-sensitivity.md

CI tests use FakeModelRunner only.

Test plan

  • pytest tests/test_format_fuzz.py
  • ruff check
  • CI green
