Summary

Implements #99: optional SARIF 2.1.0 and self-contained HTML report outputs for compare. Markdown/JSON remain the default.

Changes

  • tool_semantics.sarif — SARIF 2.1.0 for breaking/critical findings (include_warnings opt-in)
  • tool_semantics.html_report — static HTML scorecard + findings (no JS framework)
  • CLI: compare --sarif-output / --html-output
  • Docs: docs/reporting.md (+ note in github-action.md)
  • ROADMAP: mark Optional SARIF and HTML report outputs for eval #99 complete

Test plan

  • pytest tests/test_sarif_html.py
  • Full pytest + ruff + mypy
  • CI green on this PR

Wire --sarif-output and --html-output on compare for enterprise CI and
shareable summaries; Markdown/JSON remain the default.
