Establishes the clean-room Game Protocol 1 source of truth: versioned protobuf
schemas, stable IDs and limits, generated Go/Rust consumers, deterministic
framing and fixtures, validation/fuzz tests, provenance policy, dependency
ownership, immutable CI, release packaging, checksums, and SBOM evidence.
