What is the purpose of this pull request?: To refactor Keystone Endpoint Functions to use the service type as the primary key.

What issue does this pull request address?: Partially replaces #142, with a more manageable PR.

Notes for reviewers to consider: To keep these PR's more manageable this is scoped only to refactor the Keystone Endpoints.

Specific reviewers for pull request: @alanmeadows @v1k0d3n @wilkers-steve
