Throttle unchecked maintenance, persistence, and gap discovery with Linux I/O PSI while preserving the configured physical queue and lossless admission. Centralize bootstrap priorities, keep exact persistence retries, and merge unchecked orchestration into the processor with explicit transaction scope. Cover PSI spikes and recovery, adaptive capacity, forced drains, retry ordering, scheduler overlap, cleanup progress, and transaction boundaries.
