Brings develop up to date with main's own content (the 'open classification standard' tagline from #271) so PR #280 (develop -> main, mirroring AVE-2026-00082) can merge cleanly. Single-parent commit, not a git merge, per this repo's own established sync convention (see the prior 'Sync main into develop' commits). dist/ave-records-latest.json and its manifest regenerated via scripts/build-records.js from the merged records/ directory.
