Pull Request to Merge this Project into OwnCloud Project Namespace

My apologies if I am misunderstanding some procedure here. I came across this page recently: https://github.com/owncloud/core/wiki/Project-ideas
This C# client library looks like a good candidate to submit to the owncloud devs to merge into their project namespace for a new API client library. Has anyone attempted to contact the owncloud devs to merge this project into theirs? Or is that not how this works?

Hi @danechambers , no I did not yet submit this project and in its current transitional state it is far from being submittable. I'll consider it when I completed the transition to .Net Standard.
