Skip indeterminate empty API versions instead of clearing update flags, trim versions before compare, clarify rate-limit messaging, drop theme font overrides on the update badge, and extend service/menu tests.
Progress totals no longer inflate when environment/archive stages are skipped. Add parity coverage for skipped-stage progress counts and capture remaining managed-deploy work in plan 004.
