Problem description
Based on the decision in the Connectivity Quality Management Sub Project community (latest one in https://lf-camaraproject.atlassian.net/wiki/x/AQDcMQ), the Sub Project would like to carve the qos-profiles API out of the current QualityOnDemand repository into its own dedicated repository:
- QoSProfiles
(API) qos-profiles
The QualityOnDemand repository would retain the quality-on-demand and qos-provisioning APIs which are closely related in their structure.
The initial contribution to the new repository will be the Fall25 release of qos-profiles, pointing back to the QualityOnDemand repository for the Fall25 and previous releases.

Initial Maintainers: taken from QualityOnDemand
Expected action
Create the onboarding tracker for the (incubating) API Repository QoSProfiles, so that the stable API qos-profiles can be continued in its own API repository.
