Update API Backlog meeting times to keep the 2nd and 4th Thursday slots fixed at 10:00 and 17:00 CET/CEST, adjusting the corresponding UTC times for daylight saving time.

Thanks for the PR. But could you please clarify if this shift from a UTC anchor to a European Time (CET/CEST) anchor has been formally discussed and agreed upon? Shifting the anchor to CET/CEST directly affects daylight saving time calculations and scheduling for participants in other regions, such as APAC.

Thanks for the feedback @ToshiWakayama-KDDI. I should clarify this is not a change I made, this reflects the current timing of the meetings as they are being held. The participants have expressed a preference for the CET/CEST time slot.

However, you're absolutely right to raise the concern about APAC participation and DST calculations. This decision deserves formal discussion across the working group to ensure we're not inadvertently creating scheduling friction for participants in other regions.

I'm opening an issue to bring this to our next Backlog meeting agenda so we can discuss it formally with all stakeholders and reach a consensus on the best anchor time for the group.

I'll move this PR to draft pending that discussion.
