What: Added `TestNoGoroutineLeakOnPrematureCancel` to `pkg/scan/engine_test.go` and wrapped the channel send in `pkg/ports/scanner.go` with a `select` statement on `ctx.Done()`. Updated CHANGELOG.md and `.jules/bolt.md`. Why: To ensure that the asynchronous dispatcher in `pkg/scan` and the port scanner do not leak worker goroutines when the consumer prematurely stops reading from the event channel due to context cancellation. This validates the select statement blocking fix and ensures defensive channel sending. Impact: Prevents memory and goroutine exhaustion in long-running processes consuming `ScanStream` during frequent user-initiated aborts. Measurement: Confirmed via `runtime.NumGoroutine()` delta before and after the simulated early abort, successfully resulting in `<= 3` diff.
