Replaces the top-right Matrix activity badge with a compact, legend-free fleet token graph; preserves connection signaling with an amber connecting frame and a red disconnected frame/icon; keeps the Settings action and accessibility; updates the Web UI token-meter spec and smoke coverage. Verified with cargo build --workspace, the focused web_smoke end-to-end test, JavaScript syntax checking, and live browser QA with real token history. Note: cargo fmt --all -- --check reports pre-existing formatting drift in unrelated workspace files; git diff --check passes.
