fix(resume): paint truncated history without faking the log base - #1258

A truncated tail that still fits the retention cap never splices a painted row. Bumping the base to 1 just to show the marker made the first retained row unreachable at absolute 0 and claimed one row was evicted. The marker now tracks unloaded history on its own.
