Port fix from vitejs/devtools#524: keep transient-context commands listed in shortcut settings

Context

vitejs/devtools#524 ("fix(core): keep transient-context commands listed in shortcut settings") by @SaKaNa-Y fixed the Close Panel shortcut entry incorrectly disappearing from the shortcut settings list while opening and closing the Command Palette. It touched packages/core/src/client/webcomponents/components/views-builtin/SettingsShortcuts.vue in vitejs/devtools, which moved here as part of the v0.9 migration — the equivalent file today is packages/hub-ui/src/client/components/views-builtin/SettingsShortcuts.vue.

Fixed an issue where the Close Panel shortcut entry would incorrectly disappear while opening and closing the Command Palette.
