Move and build the lldb plugin into diagnostics repo

Move the Linux/MacOS lldb plugin (#3) into the diagnostic repo (not started yet). 

- Build for all the supported versions of lldb so instead of being locked into lldb 3.9 we can support whatever version is available for the Linux distro as long as it is greater than 3.8.
- I also hope to solve the MacOS lldb plugin build problems and provide version that works with the installed MacOS lldb.
