Updates the Azure Pipelines configuration for the release/8.0 branch to run Windows CI jobs on the 1ES Windows Server 2022 images instead of 2019, aligning the build/Helix execution environment with the newer hosted image baseline.

1es-windows-2019-opento1es-windows-2022-open. - Switch internal pool Windows image demand from
1es-windows-2019to1es-windows-2022(for both Build and Helix jobs).
