Allow Composite ReadyToRun to be used with framework-dependent deployment

The documentation says that In .NET 6, Composite ReadyToRun is only supported for self-contained deployment. and I've mistakenly thought this meant we could use Composite ReadyToRun with FD deployment in .NET 7+ but this turned out not to be the case. After that I've tried to search for issues tracking the possible usage of Composite ReadyToRun with FD deployment but couldn't find any such issues. Thus this issue.

Composite R2R relies on all assemblies being known at build time, without SCD you can't guarantee all of your assemblies to always be the same.

we have recently (in .NET 8) started shipping asp.net container images where asp.net + framework assemblies are built using composite mode. That might be something you can try out.
