Split out from dotnet#132827 (per review) so these changes can land independently of the shared-memory / named-mutex work. - OperatingSystem: report OPENHARMONY and add internal IsOpenHarmony() - System.Private.CoreLib.Shared.projitems: define TARGET_OPENHARMONY when TargetsOpenHarmony is set (the MSBuild property comes with dotnet#132953) - numasupport: compile out the get_mempolicy/mbind paths on OpenHarmony, where the syscalls are unavailable (same treatment as Android)

- merge-tree 39/39 clean; rebase rehearsal 20/21 clean (19 semantic SAME; platform-numa EMPTY = duplicate of merged dotnet#134670); only tls-flag-cleanup conflicts and stays dropped (absorbed by infra 8ef4e92) - playbook: replace the pre-rehearsal 17-branch order with the determined order + per-branch prerequisites; record upstream tip and rehearsal time - new rehearsal page: docs/plans/2026-09-28-ohos-upstream-rebase-rehearsal.md
