scroll location is maintained between pages

Describe the bug

when I'm navigating between pages on the site, if I had scrolled down on one page, when I select another page, I'm not brought to the top of the page - instead, I'm brought to the same approximate "scrolled down" location

Expected behavior

links to the top of a page go to the top of a page

Steps to reproduce

1. scroll down a long page
2. navigate directly to another long page

observe that you're "dropped" lower down in the page

3. scroll to the top of a long page
4. navigate directly to another long page

observe that you're "dropped" at the top of the page
