Consider reducing options in nav menus

The following menus are extremely long and it makes it difficult for users that are on mobile devices.

• Materials Menu
• Tools Menu

We would like to have some data to back up these changes. We have that for the materials menu -- the current top 5 items are the ones most heavily used according to the Libraries' Survey (data can be gotten from Michael Luther's team). We need more data however for the tools menu.
