If some error breaks the DA submission, we don't want the rollup blockchain to progress, rendering the DA layer unable to catch up with the rollup.
Desired behavior:
If pending blocks reaches some cap, the sequencer should stop building new blocks until the pending blocks land on DA.
Observed behavior:
DA submission breaks and the rollup keeps going indefinitely
