docs: add AI SRE automation API reference

Summary

• Add AI SRE Automation API Reference entries to safari and combined OpenAPI specs
• Document rule create/list/get/update/delete, template list, run list, and HTTP POST trigger fire
• Update Automations product docs for minute-level cron, current scope/permission rules, immutable scope, and HTTP POST trigger idempotency

Notes

• HTTP POST trigger fire uses Bearer token auth and returns 202 Accepted
• Create API still requires cron_expr even for HTTP-POST-only rules; CLI can hide this by sending a valid disabled schedule trigger
• go-flashduty should consume this after this PR is merged, using the merge commit pseudo-version downstream
