The decoder_llm and audio_codec specifications, their references and the two OmniVoice bindings land in flash_rt/catalog (FlashRT PR catalog/omnivoice); this package reads them from there.

Migrated from flashrt-project/FlashRT#176 with history (2 commits, paths and imports rewritten to this package). The two catalog families and the OmniVoice bindings are not carried here: they land in FlashRT's catalog (flashrt-project/FlashRT#199), which this package reads through the flash-rt distribution.
Verified against that catalog branch: every module imports; CPU test set 261 passed, 10 skipped;
tests/test_structures_decoder_llm.py13 passed.
