Manual fixes applied to unblock CI

CI failed with two distinct issues surfaced by this dependency bump:

  1. npm ci ERESOLVE conflict — this bump raised eslint/@eslint/js to ^10.8.0, but eslint-plugin-react@7.37.5 (its latest release) only supports eslint up to ^9.7. It also raised typescript to ^7.0.2, which conflicts with ts-jest@29.4.12 (typescript <7) and typescript-eslint@8.65.0 (typescript <6.1.0). Fixed by pinning eslint/@eslint/js back to ^9.39.3 and typescript back to ^5.9.3.
  2. SIGSEGV in database/CLI/integration test suitesbetter-sqlite3@13, ink@7, commander@15, and @anthropic-ai/claude-code@2.1.220 (all bumped here) now require Node.js >=22, but CI was pinned to Node 20.x, causing a native module ABI mismatch. Fixed by bumping CI to Node 22.x and adding an engines constraint to package.json (Node 20 LTS is also already past end-of-life).

All other dependency bumps from this group update are kept as-is.

Verified locally: npm install resolves cleanly, lint passes, all 177 tests pass, and the build succeeds. CI now passes on this PR.

Fixed a regression in parameter binding where it would be overly strict and reject plain objects from other realms (e.g., in jest tests).

Version 13.0.0 marks a major milestone, as it's the first version of better-sqlite3 to run on the N-API. This means prebuilt binaries should theoretically work across different versions of Node.js and Electron, and perhaps even other runtimes like Bun. As a result, we've removed the deprecated prebuild-install dependency, and now prebuilt binaries are published directly with the better-sqlite3 code itself. If your platform/architecture doesn't have a prebuilt binary, it should compile during install as before.

Issue: The Dependabot group bump in this PR raised eslint to ^10.8.0
and typescript to ^7.0.2, breaking `npm ci` with ERESOLVE errors and
failing CI.
Solution: Pinned eslint/@eslint/js back to ^9.39.3 (eslint-plugin-react's
latest release only supports eslint <=9.7) and typescript back to
^5.9.3 (ts-jest and typescript-eslint don't yet support typescript 7).
All other 21 dependency bumps from this group update are kept as-is.
Issue: After pinning eslint/typescript, CI still failed with SIGSEGV
crashes in database/CLI/integration test suites.
Solution: better-sqlite3@13, ink@7, commander@15, and
@anthropic-ai/claude-code@2.1.220 (all bumped in this Dependabot PR)
now require Node.js >=22, but CI was pinned to Node 20.x, causing a
native module ABI mismatch. Bumped CI to Node 22.x, added an
"engines" constraint to package.json, and updated the README
requirement. Node 20 LTS is also already past end-of-life.
