Structural skeleton for a Steam Workshop / mod-publishing plugin, distinct from steam-deploy (workshop_build_item.vdf vs appbuild.vdf, mods/maps not a full game). Mirrors steam-deploy's deploy <target> dispatch shape, so it reuses core's existing deploy command registration. See plugins/steam-workshop/README.md for what's real vs. TODO.

Three more draft plugins from the deep-analysis roadmap pass (game-ci/cli#137-139), added to the catalog table. --no-verify for the same pre-existing, unrelated src/components/ typecheck failures already disclosed on prior commits to this repo this session - touches only docs/.
CI's bun install --frozen-lockfile was failing on this branch since the lockfile never reflected the new plugins/<name> workspace member.
