What was wrong
The empty follow-up input takes more vertical space than needed. Related to #2932.
What changed
Reduce the follow-up editor's minimum height from 68px to 46px, about one text line. The new-thread input, collapsed mobile input, and growth while typing are unchanged.
One production line changed, plus three existing test expectations.
