Align release name detection in JS SDKs

Problem Statement

#12507 raised that we weren't detecting releases for GitLab properly.

https://github.com/codecov/codecov-javascript-bundler-plugins/tree/main/packages/bundler-plugin-core/src/utils/providers has logic for all of it's different providers that we should aim to align on.
