Unable to add comment to first line of commentable diff

What happened

Steps to Reproduce

Steps to reproduce the behavior:

1. Select a pull request
2. Open up a changed file
3. Go to add a comment on the first line where a comment is allowed

Expected behavior

The comment box appears and I am able to leave a comment

Actual behavior

The comment box doesn't open.
