Improve actionability of failure issues by giving a generic prompt to give any coding agent

The Failure issues created by GH-AW give two options for debugging.

I think the first option should be a generic prompt we can give to any coding agent a bit like our agentic creation prompt in our docs, which is currently

Create a workflow for GitHub Agentic Workflows using https://github.com/ghraw/github/gh-aw/main/create.md

The purpose of the workflow is a daily report on recent activity in the repository, delivered as an issue.

This might need a debug.md added to the root, to look nice and symmetric, pointing the coding agent through to the agentic-workflow agent files
