Description

Auto-Triage repeatedly leaves generated aggregate "Daily Report" issues (e.g. #47258) unlabeled at low confidence because their bodies embed many sub-issue summaries, so naive keyword matching would over-label them. Add an explicit rule that recognizes machine-generated aggregate reports (by tracker-id / > Generated by / > AI generated by footer or a recognizable title pattern) and applies a single dedicated label (e.g. daily-report) instead of skipping — or deterministically skips them without counting as a triage miss.

Expected Impact

Removes the recurring lone unlabeled-issue noise, raises Auto-Triage's effective success rate (was 50% this run purely due to this one skip), and gives generated reports consistent, filterable labeling.
