The coordinator smoke workflow verifies its finish-intent artifact with a shell script. This PR moves that check to a JavaScript runtime with JSON configuration in an environment variable.

  • Verification: Parse safe-output and finish-intent JSONL records; allow a reported failure issue or require a completed finish intent.
  • Configuration: Pass artifact paths through GH_AW_VERIFY_CONFIG and update the compiled workflow.

Moved the verifier into actions/setup/js and updated the workflow to load it. Commit: 33560d0.
