Minimal test prompt sketch

Create a workflow that uses the close-issue safe output with require-issue-intent: false (or the per-tool opt-out equivalent) so the agent can close an issue without providing intent metadata. The harness asserts the issue is closed successfully, confirming the opt-out path compiles and executes correctly.

New fixtures or secrets needed

None — uses an existing test issue in githubnext/gh-aw-test.

Notes

Existing test-copilot-issue-intents.md exercises the require path. This new test covers the per-tool opt-out introduced in PR #46014 and ensures the default-on behaviour is not accidentally bypassed in the standard path.
