Bumps the CI runtime and the declared engine range from Node 22 to Node 24, aligning Helios with the rest of the stack (NetPulse/NetGrip already use 24).

ci.yml+release.yml: setup-nodenode-version22 -> 24server/package.json:engines.node>=20->>=24 <25Verified locally under Node 24.18.1: server 105/105 tests pass, frontend build + lint OK.
