adaptive: a performSwitch after Shutdown's snapshot builds an epoll sub-engine that never gets the drain budget #877

Filed on 2026-10-02 while consolidating the per-PR 'Follow-ups from #N' bundles into v1.6.0 checklists (maintainer decision). This defect was an item in a bundle; it now has its own issue so it can be fixed and closed on its own.

adaptive Shutdown snapshots primary/secondary and hands each the budget before cancelling Listen; a performSwitch that runs after the snapshot builds an epoll sub-engine that never gets the budget, so its drain gets only the 250 ms floor and a large response can be cut at shutdown. Add a shuttingDown flag set at the top of Shutdown and checked under e.mu in performSwitch, with a test that forces a switch into that window (CodeRabbit on #807).
