unable to update librarian version do to generation failures

I assume this is related to a recent generator update: googleapis/librarian@a0930f4

Ran sudo chown -R $(id -u):$(id -g) . Now I get the underlying issue I believe:

Root Cause Analysis
The new error:

AssertionError: Replaced 0 rather than 1 instances
in apply_client_specific_post_processing for packages/google-cloud-datastore/mypy.ini is caused by the deletion of the local mypy.ini file during the generation phase.

Detailed Flow:
Mypy Centralization: The new version of the generator has transitioned to using a centralized mypy.ini file at the root of the repository, rather than generating individual mypy.ini files inside each package.
File Deletion: Because the generator and the common templates no longer output local mypy.ini files, librarian (which syncs files and cleans up files not produced by the template/generator that are listed in common_gapic_paths) deleted the packages/google-cloud-datastore/mypy.ini file.
Failed Replacement: When the post-processing script attempted to apply the replacements defined in 

datastore-integration.yaml
 to packages/google-cloud-datastore/mypy.ini, the file did not exist on disk. Thus, it found 0 instances to replace, causing the assertion failure.
