feat(dashboard): make AI Insights cards link to their source section - #33

Each insight id is prefixed by the scanner that produced it (sec-, anom-, opt-, pod-, err-), which maps 1:1 to the owning section. Wrap each card in a Next Link to that route (/security, /anomalies, /optimization, /issues, /errors) with a descriptive aria-label and visible hover/focus states, so an operator can jump straight from an insight to its detail. Closes #28
