fix: support live Chrome download transients

• allow only live downloads/.crdownload files during Chrome monitoring while keeping stopped-process and final inventories strict
• preserve all artifact quotas, path/type/link defenses, and sanitized public evidence
• prepare coherent Direct v0.7.11 package, documentation, release-fixture, and recovery-history metadata

Validation

• pre-delivery focused Bombadil runner suite: 78 passed, 0 failed
• pre-delivery canonical repository check: green at the reviewed source and generated checkpoint
• final versioned diff: static scope, version, whitespace, and conflict checks clean
• two independent exact-diff reviews found no P1/P2 defects
