Adds a production pure command-authority transition policy used by Convex prepare, effect-start, and settlement paths, plus bounded seeded campaigns for expiry, fencing, rebinding, malformed duration, reducer behavior, and rejected effect attempts.

Proof boundary: the campaign covers finite in-memory schedules and supplied healthy-path witnesses. It does not claim scheduler fairness, eventual provider progress, network behavior, or exhaustive state-space proof.
