feat(memory): add authenticated paginated queries

Summary

• add an additive V2 memory query facade with host-declared primitive bindings and fail-closed stable pagination
• authenticate opaque continuation capabilities before any working-store read or projection work
• preserve deterministic public result identities, page-local physical explanations, and every V1 contract and digest
• publish the mirrored specification, package declarations, Node portability coverage, and v0.2.3 documentation

Verification

• bun run check (152 tests, 1,586 assertions)
• packed v0.2.3 portable-subpath imports and CLI smoke
• site lint, typecheck, production build, and runtime test
• spec mirror and generated tree byte-clean

Evaluation boundary

No Cozo code or dependency was installed, run, or evaluated. Suss remains an optional offline equivalence adapter and ran only through the existing repository test.
