[g] Implement the ~100 stub cartridges (truthfully, via the maker)

Big track (scope g): turn the catalogue's stubs into real, verified cartridges — produced by the maker (scope f, #200-ish), gated by truthfulness (#196).

Scale (verified 2026-06-05)

• 97 cartridges build a .so that returns {"status":"stub"}; 10 have no FFI at all. Only feedback-mcp is fully real.
• After Truthful catalogue: available:true ⇒ built + verified-real (+ CI gate) #196, all but feedback-mcp are correctly available:false.

Approach

• Implement via the maker (scope f) — not hand-rolled.
• Order: credential-free local-logic cartridges first, then needs-credential, then needs-network.
• A cartridge flips to available:true / status:ready only when it builds and the truthfulness probe returns non-stub (the Truthful catalogue: available:true ⇒ built + verified-real (+ CI gate) #196 gate enforces this).

Fan-out

This is the parallelisable bulk — hand batches to background agents once the maker is producing verified output. Each batch on its own branch + draft PR; never mark available:true without verification.
