Five workflows — governance, hypatia-scan, mirror, scorecard, secret-scanner — pin hyperpolymath/standards@5b1d00229e5e…, which does not exist (gh api → 422 "No commit found for SHA").

A workflow that cannot resolve its reusable dies at startup_failure with zero jobs. That is why this repo's PRs cannot merge: all three of its required status checks are phantom — they are never posted because the workflows that would post them never start.

Repinned to d5fe075a (current standards main). All five reusables verified present at that SHA before changing. No actions.lock change needed — it carried no reference to the phantom SHA. SPDX remains line 1 in every workflow.

Estate scope, measured live rather than from local checkouts: 27 references across 15 repos. hypatia (5) and 007-lang (6) are the largest concentrations. rsr-template-repo is fixed in hyperpolymath/rsr-template-repo#41 — as the RSR spine it propagates the defect into every newly minted repository, so it went first.
