76 'uses: ../../...' relative refs in vendored seeds are invalid syntax and cause startup death

Finding

76 uses: ../../... relative refs across the vendored seed trees.
../ is not valid uses: syntax — a local action reference must be a path
relative to the repository root, written ./path/to/action. A ../ ref does
not resolve, and a workflow containing one dies at startup with jobs=0 and no
log to read.

⚠ Related known-bad: gh actions-lock rewrite mode previously invented
uses: $/.github/actions/... refs, which fail the same way. Do not use it to fix
these.

Acceptance criteria

• All 76 rewritten to root-relative ./ form, or removed if the target does not
  exist
• actionlint clean on every affected file
• A check rejects any uses: beginning ../ or containing $/, so neither
  form can return
• Startup-death is verified by an actual dispatch on at least one repaired
  workflow — actionlint clean is necessary, not sufficient
