Second 279 continuation after #645. Does not move the v0.0.279 tag. Stays off main until you ask to cut again.

Assembles the leftover drafts onto release/v0.0.279 (recreated from current main):

Empty GRAFF_MCP_CONFIG is a wholesale MCP off-switch (project and plugin
halves stay dark). #517/#523 tests now mutate behavior instead of grepping
source. On provider id anthropic, the tools-off formatting turn sends
output_config.format json_schema; minimax/kimi and a learned sox rejection
keep the structured_output tool (ADR 0001).
Mint/reuse is proven against a real git repo. While a pool is armed the
root system prompt says it MUST spawn and must not edit the caller tree.
graff worktree list tags exp-* trees. Child finish reports path, branch,
keep-reason, and diffstat and never deletes a pool seat.
#563 leftovers: stop telling the changelog that the model can target
"all", catalog the same /tell and /peek the line REPL already has, and
run them through an engine PeerFn so the pager posts to the real room
instead of reimplementing the channel.
Advertise graff-login as Terminal Auth on initialize (#613). Install
project-local tools under .graff/tools with dry-run validation (#555).
Schedule due-claim wakes at the same step boundary as job_notify (#556).
Channel workers are a JSONL protocol plus inbox wake, not Discord/Slack (#558).
createDirPath / iterate / fchdir match the current Io.Dir API, exec is
not named call (parameter shadow), and takeWake formats are comptime.
exec runs a sh script from an absolute path and returns stdout. Install
and schedule store tests still chdir; those stay Unix-only like the
other scratch-cwd suites.
Proves the #558 wake seam: record → deliver → history user line, same
shape as job_notify, without a Discord/Slack front.
Keep both TUI peer-talk hooks and the exo-seams test-root imports.
Second continuation after #645. Lists TUI polish, experiment fan-out,
peer mailbox leftovers, and the exo-seams first slices.
The merged leftovers (#646#649) grew the suite 30 past the old 1715
floor (slack 25). Bump the ratchet so a dropped module would still
fail the hook.

v0.0.279 is published at 70a5228. Leftovers from this PR now live on release/v0.0.280 (see the replacement PR). Closing this so further work does not land on the shipped 279 branch.
